简引而不发

拉開弓，做出躍躍欲射的樣子，但箭不射出去。比喻善於啟發誘導；也比喻作好準備，待機行事。例「老師在課堂上常常引而不發，啟迪學生思考」、「改革方案已定，董事長卻引而不發，遲遲不予公布」。
